Welcome to the 2010 Governor's Conference on Housing and Community Development
TRACK 1 - SUPPORT THE DEAL (Supportive Housing)
The impact of the nationwide economic crisis on supportive housing opportunities for the homeless, developmentally disabled, mentally ill and other special needs communities has been particularly harsh as public budgets get tighter, private funds become more highly sought after and the number of people in need increases the squeeze on an already limited supply of affordable housing and supportive services. The sessions in this track will help the provider navigate this changed and challenging landscape, review new federal program requirements and plan future business models to maximize the opportunities for permanent supportive housing in New Jersey.

  1. Not-for-Profit Organizations, Business Planning to Survive and Grow in Challenging and Changing Times

TRACK 2 - THE ART OF THE DEAL
A successful business must be able to maintain its existing portfolio while positioning itself to take advantage of emerging opportunities and new technologies. The sessions in this track will help position developers, investors, property owners and managers to make decisions that benefit their aging affordable housing portfolios. The sessions will also provide the latest information on how developments can benefit from renewable energy technologies, weatherization and energy efficient design principles that can reduce operating costs on a daily basis and increase the life of projects over the long term.

  1. Buy, Defer, Refinance or Sell: Strategies for an Aging Portfolio*
    Tuesday: 9:15 am – 10:30 am | Room 305
    Deals have gotten more complicated in recent years, leading to more negotiation between affordable housing developers and investors. The panel will look at pricing and how investors are more loss averse. A legal expert will discuss issues such as conveyances (need to expand), the 10-year rule, use of tax-exempt financing, purchase agreements, guarantees and working with non-profit organizations. The panel will provide in-sight into the decision-making process behind the decision to buy, sell, refinance or defer a property. Included in the discussion will be case studies of re-syndicated portfolio properties, which will include topics such as losses, take-back debt, exit taxes, residual ownership in new a partnership, developer fees and recapitalization.

    As the economy continues to recover, it is imperative for municipalities to create an environment to attract development. The Redevelopment Identity communicates to potential investors the needs and wants of a municipality as a partner in the process. Redevelopment veterans will be on hand to identify components of the Redevelopment Identity and how to communicate yours! Specific areas of discussion will include: Infrastructure needs, parking and density requirements, generating position on PILOTs and affordable housing, employment opportunities for local residents and community amenities.

    This session will provide useful information to multi-family property owners and managers interested in funding energy efficiency, renewable energy and resource conservation for new and existing properties. Discussion will focus on state and federal incentive programs, including updates on changes to Energy Star, building codes and national green building legislation. In today’s complex housing world, property managers are on the front lines of issues that require them to be skillful negotiators; compliance and review experts; security advisors; and even pest control specialists. The sessions in this track will cover the wide array of challenges that multi-family owners and agents deal with on a daily basis from covering the latest updates to the HUD handbook and TRACS processing to dealing with the serious health and safety challenges of bedbugs and street gangs in multi-family developments.

Affordable housing does not exist in a vacuum. To provide residents with opportunities for mobility and independence, housing should be integrated with employment, transportation, education and other social connections. The sessions in this track focus on a variety of topics such as development in urban transit hubs; the health and social benefits of local food systems; new ways in which the federal government is enhancing the choices of public housing residents; and how to assist homeowners that need to transition to more suitable housing opportunities. By linking housing with other area networks, developers can create more sustainable, successful communities.
