Stormwater Program Consolidated

As the Department of Environmental Protection’s Permit Efficiency Review Task Force recommended, the DEP has consolidated most of its stormwater-related functions into the Division of Water Quality’s Bureau of Nonpoint Pollution Control, effective Dec. 6, 2008. 

These functions include the Municipal and Industrial NJPDES Stormwater Permitting Programs, the Stormwater Management Rule, the NJPDES Stormwater Rule provisions, the BMP Manual, Certification of Stormwater Manufactured Treatment Devices, and coordination of stormwater policy decisions. 

The Bureau of Nonpoint Pollution Control also is now responsible for coordinating local stormwater reviews with those being conducted by DEP’s Division of Land Use Regulation, as well as developing a pilot program to address any overlap of these reviews. This consolidation is in addition to the Bureau’s existing responsibilities for NJPDES Ground Water Permitting and Onsite Wastewater Management.
