Protecting New Jersey’s Residents

The Division of Health Infrastructure Preparedness and Emergency Response (HIPER) provides strategic and operational leadership to coordinate all preparedness and response activities in regards to public health emergencies.

The Division oversees all preparedness and response activities, including the state’s Emergency Medical Services, which comprises New Jersey’s first responders to public health emergencies, and the Public Health and Environmental Laboratories, which are used to test potentially dangerous biological agents and emerging infectious diseases.

HIPER programs interact with other government agencies on federal, state, county and local levels in all preparedness activities as well as partnerships with private and non-for-profit sector organizations.


HIPER has developed a strategic plan that details the many activities that this division will undertake in preparing and responding to public health emergencies. This plan will be the guiding document for the Department’s Master Plan for Preparedness – which will outline specific responsibilities and activities that will be undertaken before, during and after emergencies.
