The Development Subsidy Job Goals Accountability Act In November 2007, Governor Corzine signed into law “The Development Subsidy Job Goals Accountability Act,” P.L. 2007, Chapter 200. A copy of the law can be accessed by visiting http://www.njleg.state.nj.us/2006/Bills/PL07/200_.PDF. The law promotes greater transparency and additional monitoring of incentives provided by various state agencies. This law requires companies receiving development subsidies, which include, but are not limited to, grants, loans and tax incentives, to submit an annual report for a five-year period after receiving the assistance. The law affects any companies that receive an incentive in the future and any companies that have received an incentive after April 30, 2005. Nearly all of the reporting requirements are employment related and measure the progress of meeting the job goals of a development subsidy. Summary of Annual Reporting Requirements
Companies will be required to complete initial subsidy information according to the schedule that follows. Further, companies will be required to update the information on an annual basis. By utilizing an online New Jersey Premier Business Services Account users will be able to enter the information requested electronically. These new functions are scheduled to be available within your Premier Business Services Account as follows.
Schedule Due to the complex nature of the reporting requirements, and the desire to make the reporting process as user-friendly as possible, the deadline for initial reporting under the Development Subsidy Job Goals Accountability Act (P.L. 2007, Chapter 200) has been extended. Please continue to refer periodically to this page for updates. In addition, a follow-up letter will be sent to businesses that are required to report under the law including applicable deadlines once a reporting schedule has been established. Companies that are not required to report will receive a separate letter confirming that they are not required to report under this act. Thank you for your assistance with this matter.
