Transportation Systems Management

Management focuses on systems management and the operation of New Jersey's Highway System. It is broken down into two "unified" sections, the Division of Traffic Operations, which carries out the operations functions, and the Bureau of Mobility and Systems Engineering, which carries out the engineering functions.

Operate a unified statewide traffic (transportation) operations center incorporating the unified policies and procedures.
Lead the Statewide Incident Management Program for the New Jersey Department (NJDOT) of Transportation and the toll road authorities in cooperation with the New Jersey State Police (NJSP).
Ensure the safe and efficient movement of traffic through the integrated operation of multi-agency Intelligent Transportation Systems (ITS). Design, build and operate these systems.
Operate a 24 hour a day, 7 days a week point of contact for the public and police to report emergencies or complaints and assign a NJDOT and toll road authority response.
Oversee the distribution of real time traffic information to the public via a 511 system.
Maintain mobility on signalized corridors and freeways during normal operations and during construction.
Provide responsive and sensitive contact with other government agencies, local officials, various interest groups and private citizens concerning highway problems and priorities.
Provide engineering services along with technical support for ITS initiatives. These initiatives include integrated traffic signal systems, incident management systems, traffic management systems, traffic information systems and other ITS components including, but not limited to, computerized arterial traffic signal systems, Dynamic Message Signs (DMS), closed circuit television surveillance (CCTV), traffic monitoring stations and fiber optic communications systems.
Provide safety on selected freeway sections for minor/major incidents.
Traffic Operations | Mobility and Systems Engineering

The Division of Traffic Operations is responsible for carrying out the following programs: Statewide Safety Service Patrol (SSP); the Traffic Operations Centers located in Woodbridge (STMC - 24/7 operation) and Cherry Hill (16/5 operation); the 24/7 Central Dispatch Unit; and the Statewide Incident Management Program in partnership with the New Jersey State Police (NJSP).

On a 24/7 basis, direct and oversee the Traffic Operations Centers (TOCs) which are responsible for managing the flow of traffic on the highway system and to coordinate incident management response. Work in close cooperation with the New Jersey Turnpike Authority (NJTA) and the New Jersey State Police (NJSP) to jointly oversee and manage a 24/7 statewide traffic management center.
Coordinate Incident Management Response Teams (IMRT) for Traffic Operations North and South, in cooperation with the NJSP's Statewide Incident Management Team.
Ensure the safe and efficient movement of traffic through the use of statewide Intelligent Transportation Systems (ITS) equipment.
Provide a 24 hour a day, 7 days a week point of contact for the public and police to report emergencies or complaints and assign a New Jersey Department of Transportation (NJDOT) response.
Oversee the distribution of real time traffic information to the public.
Approve/disapprove requests to close all or any portion of the highway system.
Provide responsive and sensitive contact information with other government agencies, local officials, various interest groups and private citizens concerning highway problems and priorities.
Mobility and Systems Engineering
The Division of Mobility and Systems Engineering (formerly the Bureau of Intelligent Transportation Systems Engineering) is responsible for carrying out the following programs: the design and maintenance of Intelligent Transportation Systems (ITS) equipment/operations; ITS contracts and agreements; reviewing constructability for capital and maintenance projects, traffic mitigation activities and work zone safety; traffic signal optimization and adaptive traffic signal systems, travel time systems, traffic signal timing; and the New Jersey Department of Transportation's (NJDOT) 511 system and advance traveler information systems.

Develop and maintain the New Jersey Department of Transportation (NJDOT) Intelligent Transportation Systems (ITS) Investment Strategic Plan and ITS Architecture.
Provide design services for stand-alone ITS projects or installation of ITS components within other projects. Develop design budgets and schedules and prepare construction contract documents, including plans, specifications, estimates and schedules as required for these projects.
Design and administer any system(s) necessary to interconnect the video and information systems used by the Traffic Operations Center.
Provide contract administration for special federally-funded ITS programs (example: TRANSCOM and I-95 Corridor Coalition).
Review ITS designs and documents developed by private consultants, including projects managed by Capital Program Management (CPM).
Provide technical support to the Resident Engineer during construction concerning ITS work items, including change of plans, ITS material approvals and lane closure hours or stage changes.
Ensure that all ITS design meet Department standards, are compatible with other systems in the State, and support the NJDOT ITS Investment Strategy and New Jersey Statewide ITS Architecture.
Conduct field investigations, test and evaluate ITS systems and components, and develop and maintain ITS standards and guidelines.
Coordinate with and provide support to other agencies and Departmental units involved in ITS initiatives.
Coordinate the procurement of compatible and interoperable ITS equipment statewide.
Provide ITS design and training assistance to NJDOT staff.
Develop and maintain databases of ITS facilities, including the ITS fiber network.
Troubleshoot, repair and maintain ITS equipment such as Dynamic Messaging Signs (DMS), closed circuit television surveillance (CCTV), servers, equipment hubs and the fiber communications network.
Review and approve all planned lane closure requests associated with statewide construction and maintenance projects so that traffic delays are kept to a minimum. In addition, provide delay information to determine the constructability of any given project and utilize probe data from companies such as INRIX to analyze traffic impacts.
Through Advanced Traveler Information Systems (ATIS), provide real time traveler information via 511 suite of products including the 511 public web site and toll-free telephone system.
Manage and monitor computerized signal systems which include maintenance of some components, the creation of new timing directives, managing signal optimization contracts and initiating Adaptive Traffic Control Systems (ATCS) for new corridors.
